Okej, to bind in console, without a cfg it's quite easy :)
/seta "vsaycommand""vsaycommand"text"
then type: /bind "key" vstr "vsaycommand"
/seta "vsaycommand""vsaycommand"text"
then type: /bind "key" vstr "vsaycommand"
/seta Hi vsay Hi Hello People
/bind j vstr Hi

I hope you still need this.
for !sound commands, to hide'm, you need to be 12+
then you can do like /bind k !sound headshot Boom gotcha
if not: /bind k say !sound headshot boom Gotcha

Well, I understood a bit of it.
BUT: How do I open a cfg? Which prog do I need? And where do I find it?

Thanks David!
I meant which I must edit. Where do I find that file?
Or is it that *.cfg in my noquarter-folder?

nono, you have to make a CFG.
Open Notepad; type your binds and settings you want
save in c/programfiles/wolfenstein/etmain as: *name*.cfg
then in game you do in the console
/exec *name*.cfg
