Scooter is known to "rip". However, for me that isn't "ripping". He made a different song out of it.
But really open your eyes if you don't believe that songs are being ripped.. Very few techno, dance, hardstyle, hardcore, house, trance, dubsteb, dnb and so much other electronic genres are original. Kicks, Tunes, Vocals, they are all ripped and reused. Music artists make music as a living -> more $ = better
